Environmental Management: MNREC places the highest priority on preventing, minimizing, mitigating, and rehabilitating potential environmental impacts associated with the Khalzan Buregtei Rare Earth Project. All project activities are planned and implemented in accordance with the following core principles of environmental responsibility and sustainable resource management.
Standards and Compliance: The Project is being implemented in alignment with the ISO 14001:2015 Environmental Management System across all phases. An Environmental and Social Impact Assessment (ESIA) is currently being conducted in full compliance with the Law on Environmental Impact Assessment of Mongolia and in accordance with international best practice and the requirements of relevant multilateral organizations.
Baseline Environmental Studies: Before the commencement of project operations, MNREC conducted comprehensive baseline studies to assess the existing conditions of key environmental components — including air, water, soil, biodiversity, and background radiation levels — within and around the project area. These studies provide the scientific foundation for ongoing environmental management and monitoring.
Environmental Monitoring and Oversight: Environmental monitoring is performed on a continuous basis using automated monitoring stations installed around the project site. These stations record meteorological parameters such as air temperature, wind speed, precipitation, relative humidity, and evaporation, as well as the quality of air, water, soil, and radiation levels. Additionally, independent accredited laboratories conduct quarterly analyses to ensure transparency and data accuracy.
Climate Change and Resilience: Over the past 80 years, Mongolia’s average air temperature has increased by 2.46°C, significantly heightening the country’s climate vulnerability. This warming trend has led to land degradation, shifts in precipitation patterns, glacial retreat, water scarcity, and increased risks of floods and droughts.
In response, MNREC is committed to contributing to climate change mitigation through the following measures:
- Improving energy efficiency across operations
- Introducing renewable energy solutions in a phased approach
- Participating in the national “Billion Trees” initiative launched by the President of Mongolia
Through these efforts, MNREC aims to reduce its environmental footprint and promote ecosystem resilience in the project region.
Stakeholder Engagement: A grievance and feedback mechanism remains open and accessible throughout all stages of the project to ensure transparency and stakeholder inclusion. MNREC provides regular updates to stakeholders and maintains continuous dialogue with local communities, authorities, technical experts, and professional organizations. Moving forward, the company plans to strengthen joint monitoring mechanisms and regularly update environmental policies and plans in consultation with all relevant stakeholders.
